1. Permit Fees

Building Permit Fees consist of 2 fees: Plan Review fees + Permit fees  

Plan Review Fees:

Plan review fees are non-refundable and due at the time of application.

• Residential Plan Review: $180
• Commercial / Industrial Plan Review: 50% of the Permit fee (minimum $200)
  • Fire Marshal Plan Review Fee: $0.015 per gross floor area, $150 minimum (to be paid separately to Fire Marshal office)
  • Automatic Fire Extinguisher System Review: $150 (to be paid separately to Fire Marshal office)
  • Fire Alarm Plan Review: $150 (to be paid separately to Fire Marshal office)
• Resubmittal fees if not approved on first review: $120 each re-submittal
• Plan revisions after plans have been approved: $100 per hour of review, $200 minimum

Permit Fees:

Fees are based on the value of construction. Unless approved by the Building Official, fees will be based on the latest construction cost data as published in the Building Safety Journal by the International Code Council. For interior completion only, the construction costs is values at 50% of the calculated ICC building valuation. FEES FOR WORK DONE WITHOUT PERMIT IS DOUBLED

 There is a $30 administration fee to all Building Permits

$100,001 - $500,000	$950 for the first $100,000 PLUS $6 for each additional $1,000 or fraction thereof
$500,001 - $1,000,000	$3,350 for the first $500,000 PLUS $5 for each additional $1,000 or fraction thereof
$1,000,001 +	$5,850 for the first $1,000,000 PLUS $3 for each additional $1,000 or fraction thereof

Permit Extensions/ Changes:

• First extension: $50 / 3 months
• Subsequent extensions: $100 / 3 months
• Transfer of Permit or change of contractor: $200
• Replacement: $25

Trade Permits (MEPs)

• Electrical, Plumbing, HVAC: $80 PLUS $5 for each $1,000,000 or fraction thereof
• Temporary Power letter: $50

Certificate of Occupancy of Completion (CO or CC):

• New commercial or multi-family building: $120
• New single family detached, attached, or condo: $60
• New or renovated commercial tenant space: $30

Demolition  (no plan review)

• Interior: $100
• Single family residential: $150
• Commercial building: $200

Other Fees (Plan review included):

• Accessory Structure over 200 SF: $150
• Accessory Structure 200 SF or less: $75
• Fence: $100
• Swimming Pool: 
  • $500 for residential in-ground
  • $300 for residential above ground/ hot tub
  • $650 for commercial
• Residential re-roof:$100
• Commercial re-roof: $200 PLUS $5 for each $1,000 or fraction thereof
• Siding replacement: $150
• Structure move: $200
• Temporary construction trailer: $100 (plus electrical permit costs)

2. Fire Marshal Building Permit Fees

If your plans include a sprinkler system or other fire suppression systems, you will also incur these fees:

• Fire Marshal Building Plan Review Fee: $0.015 per gross building square feet ($150 minimum)
• Automatic Fire Extinguisher System Review: $150
• Fire Alarm Plan Review: $150
• Fire Marshal Letter of Compliance: $50

3. Inspection Fees

The first inspection is included in the cost of the permit 

• Re-inspections: $75
• Inspections outside normal business hours: $100 per hour, $200 minimum
• Fire Marshal safety inspections: $100

4. Site Plan Review Fees

• Conceptual site plan: $300 PLUS $10 per acre or fraction thereof
  • 1st and 2nd re-submittals: $150 
  • 3rd and subsequent re-submittals: $300
• Final site plan: $500 PLUS $10 per acre or fraction thereof
  • 1st re-submittal: $400
  • 2nd and subsequent re-submittals: $400 minimum or the amount charged by City consultant to review, whichever is greater. The actual amount charged by the City consultant, if in excess of $400, shall have an additional sum of $75 added for City staff time expended.
• Landscape Plan: $200
  • 1st and 2nd re-submittals: $150 
  • 3rd and subsequent re-submittals: $300
• Site Lighting Plan: $100 PLUS $10 per acre or fraction thereof
  • 1st and 2nd re-submittals: $150 
  • 3rd and subsequent re-submittals: $300

5. Erosion Control Fees

Construction work involving site work may incur the following fees:

• Land Disturbance Permit (LDP) fee: $240 PLUS $120 per disturbed acre or fraction thereof
• Notice of Intent - State: $40 per disturbed acre or fraction thereof
• Notice of Intent - City: $40 per disturbed acre or fraction thereof
• Erosion Control Plan Review 1st re-submittal (first submittal included in plan review fees): $300
• Erosion Control Plan Review 2nd and subsequent submittals: $400 minimum or amount charged by City consultant to review, whichever is greater. The actual amount charged by consultant, if in excess of $400, shall have an additional sum of $75 added for City staff time expended.
• Site inspection fee to issue LDP: $60, if not ready the second inspection will be an additional $100

6. Subdivision Plat Review Fees

• Conceptual Plat: $300 + $5 per lot
  • 1st and 2nd re-submittal: $150
  • 3rd and subsequent re-submittal: $300
• Preliminary Plat: $300 + $5 per lot
  • 1st and 2nd re-submittal: $150
  • 3rd and subsequent re-submittal: $300
• Construction Plans: $300 + $5 per lot
  • 1st re-submittal: $400
  • 2nd and subsequent re-submittals: $400 minimum or the amount charged by City consultant to review, whichever is greater. The actual amount charged by the City consultant, if in excess of $400, shall have an additional sum of $75 added for City staff time expended. 
• Final Plat: $300 + $5 per lot
  • 1st and 2nd re-submittal: $150
  • 3rd and subsequent re-submittal: $300
• Plat amendments (after approved and filed, no new lots created): $100
• Minor subdivision plat (no new public infrastructure added): $150 + $5 per lot
  • 1st and 2nd re-submittal: $150
  • 3rd and subsequent re-submittal: $300

7. Signs, Banners, & Other Fees

• Sign: $120 + $60 for each additional sign on the same property
  • re-submittal: $50 
• Temporary Banners: $35
• Confiscated sign return fee: $100 (signs illegally placed)
• Special Event on Private Property: $30
• Temporary Use Permit for Outdoor Display: $30 

8. Zoning, Variance, and Annexation Fees

Zoning

• Rezoning: $750 + $50 per acre and fraction thereof
• Zoning verification letter: $60
• Zoning and site information letter: $100 (includes determination of non-conformity)

Variance

• Variance: $300 + $100 for each additional request on the same property
• Administrative Variance: $30
• Special Exception Variance: $300

Annexation

• Step 1 Annexation: $300
• Step 2 Annexation and rezoning: $1,500 + $50 per acre and fraction thereof

Other fees:

• Appeal: $300
• Street name change: $300
• Zoning Special Use Permit (GC & GI districts only): $300

9. Utility & Right-of-Way Fees

Utility and Right-of-way permits are managed by the Engineering Department. For additional information, call (770) 631-2538

• Utility Registration Fee: $500
• Utility ROW Permit Application Fee: $200

10. Wireless Telecommunication Fees:

• Administrative Review: $250
• Conditional Use Permit - Existing Tower: $2,000
• Conditional Use Permit - New Tower: $4,500
• Small Wireless Facility Fees are adopted as per O.C.G.A 36-66C-1 et seq
  • $100 for each small wireless facility installed
  • $259 for each pole that needs to be replaced with an associated small wireless facility
  • $1,000 for each new pole installed with an associated small wireless facility
  • $100 per year for each small wireless facility collocated on any existing or replacement pole
  • $200 per year for each new pole with an associated small wireless facility
  • $40 per year for each small wireless facility collocated on City-owned poles
  • 2.5% annual increases on all rates and charges beginning January 1, 2021

11. Development Impact Fees

Development Impact Fees are determined and collected by the Planning & Development Department. Please contact the Senior Planner for an official Impact Fee Determination Letter.  The fees below are for estimation purposes only and do not include all the possible use categories.

Residential

• Single-family detached: $4,233.78 per dwelling
• Apartment: $4,233.78 per dwelling
• Condominium / Townhouse: $4,233.78 per dwelling

Industrial

• General light industrial: $0.68 per square foot
• General heavy industrial: $0.54 per square foot

Lodging

• Hotel: $168.27 per room
• All suites hotel: $147.68 per room

Recreational

• Movie Theater: $0.43 per square foot
• Tennis Courts: $72.03 per acre
• Health / Fitness Center: $0.21 per square foot
• Recreational Community Center: $0.37 per square foot

Institutional

• Church / Place of Worship: $0.10 per square foot
• Day Care Center: $0.83 per square foot
• Cemetery: $24.05 per acre

Medical

• Hospital: $0.87 per square foot
• Nursing Home: $0.69 per square foot
• Clinic: $1.16 per square foot

Office

• General Office building: $0.98 per square foot
• Single-tenant office building: $0.93 per square foot
